Cura Italia Edilizia for the Coronavirus

SOURCE OF THE NEWS (ANSA.it) – ROME, 02 APR – A “Care Italy of construction”, with streamlining of bureaucracy and relaunch of public investments to allow tomorrow the recovery of a sector that has already been in deep crisis for years and that the coronavirus emergency has plunged into a dramatic situation. This is the proposal launched by the Federation of the Orders of Architects of Lazio, which in a long document underline the need to immediately put in place “a structural reform that starts from a long-term strategy and vision”.
Today, the architects premise, “measures that take into account the entire supply chain of the construction sector” are needed, from companies to professionals, from material retailers and craftsmen without forgetting real estate agents. Because in addition to coping with the loss of revenue, the missed orders will have to be taken into account. Hence the proposals for the recovery, ranging from streamlining times and procedures to tax deductions for the redevelopment of historic buildings; from the establishment of a One-Stop Shop in the various administrations to the alignment of the various digital platforms. And again: from the review of urban regeneration plans to an extraordinary plan for the suburbs and the housing emergency.
The proposals also include the “relaunch of a plan for the safety of buildings, coordinated actions to stem the phenomena of hydrogeological instability, seismic adaptation, the elimination of architectural barriers”. As for the economic side, the architects are asking for “subsidized financing for energy efficiency, the establishment of a fund to give new impetus to public works and a fund to support the freelance profession”. This is in addition to deductions, impulse to patronage, involvement of Cassa Depositi e Prestiti (CDP).
“The suspension of the constraints imposed by the Stability Pact, announced by the European Commission – they conclude – must be seized as an opportunity for a Cura Italia that is broader than the emergency of these weeks and that unfolds in the years to come, in a reversal of the trend of public investment for a major project of reconstruction/regeneration of cities and the Italian territory”.
