The tam tam had become so dense, and the sources that gave us confirmation so different, that we decided to give the news: the decree of publication of the Technical Standards of Construction was signed by Ing. Massimo Sessa, President of the Superior Council of the LLPP, and then done his part, sent the document to Minister Delrio, who then signed it.
And now: in 2008 the Decree, despite being Ministerial (of the MIT) had been published “.. in agreement with the MINISTER OF THE INTERIOR and with the HEAD OF THE CIVIL PROTECTION DEPARTMENT”. So we also need these two signatures. We have already had confirmation that Delrio has sent the DM to Civil Protection and the Minister of the Interior for its signature.
The “NTC 2018” are born.
Being able to give the acronym NTC a number, after exactly 10 years (in 2008 they were published on January 14), is already an achievement.
As anticipated by INGENIO in October, the NTC come out first, then with differentiated measures the circular (which should go to the assembly of the Sup.LL.PP Council) and the technical annexes (which already appear to have passed this step).
The measure would also come after the sensational Sentence of the Court of Cassation no. 190/2018 (LINK article) on the now famous seizure or not seizure of the school with CIS less than 1.
With the publication of the NTC2018, this sentence remains in the principles, but lapses “de facto” in the specific case. In fact, we know that the new text of the NTC has its share of great novelty especially on the issue of the “seismic improvement” of existing buildings, and for some time it has been argued that these regulations are necessary precisely because if we were to intervene in Italy with the previous ones, therefore aiming at a seismic adaptation of existing buildings and not at the improvement, the resources for intervention would be too high.
Obviously we will update this article as we have news to give to our readers, and already tomorrow we will begin to try to have specific and qualified comments on the text.
